The purpose of government has to be the starting point of any discussion on democracy. Is government  a banding together of people for mutual physical protection, economic cooperation, agreed upon mutual help, pooled labor for work that benefits everyone, and other cooperative assistance from pooled resources?  Probably some of that. Probably government just started out with family members and relatives intent on help,ing  each other.

But then some members started putting in less time and energy than ohers. They were 'cheats'. So the idea of  'law' came into exisence, I guess. And it's gone down hill ever since.
